Department of Industrial Relations

The California Department of Industrial Relations (DIR) protects and improves the health, safety, and economic well-being of wage earners and helps their employers comply with state labor laws. DIR administers and enforces laws governing wages, hours and breaks, overtime, retaliation, workplace safety and health, apprenticeship training programs, and medical care and other benefits for injured workers.

The DIR Division of Labor Standards Enforcement (DLSE), more commonly known as the Labor Commissioner’s Office protects workers against wage theft, and retaliation. Any employee, who is discharged, threatened with discharge, demoted, suspended, or in any manner discriminated and/or retaliated against in the terms and conditions of his or her employment for engaging in a "protected activity" under the jurisdiction of the labor commissioner may file a complaint with the DLSE.  For information on filing a complaints related to retaliation or discrimination visit the DLSE website at:

Employment Development Department

The California Employment Development Department (EDD) connects workers with job services and training, manages Unemployment Insurance and State Disability Insurance programs, and provides assistance with payroll tax and unemployment insurance to employers.   Unemployment Insurance, State Disability Insurance and Paid Family Leave claims can be filed on the EDD website at:

 Civil Rights Department (CRD)

The Civil Rights Department is the state agency charged with enforcing California’s civil rights laws. The mission of the CRD is to protect the people of California from unlawful discrimination in employment, housing, businesses, and state-funded programs, and from bias-motivated violence and human trafficking. Legal Services of Northern California

Legal Services of Northern California provides free help and legal services with problems in areas of unemployment benefits, wage claims, wrongful termination, discrimination, job training and placement, education for adults and children, preventing job loss, driver’s license reinstatement, debt collection defense, obtaining and preserving necessary public benefits, job creation, consumer rights, housing, government benefits, health benefits, and other civil legal issues. Their focus is on serving vulnerable populations such as seniors, persons with physical and mental disabilities, limited English-speakers, immigrant populations, persons with limited education, persons who are geographically isolated, and persons discriminated against because of race, culture, sexual orientation or gender identity.
